NOTICE of RACE
The International Kiteboarding Class Association and the Yacht Club Cagliari are pleased to invite kiteboard sailors to take part in the 2012 IKA Course Racing World Championships under specified conditions laid down by the International Kiteboarding Class Association in co-operation with ISAF between the dates of
October 2nd – 7th 2012 Cagliari, Sardinia / Italy
1    EVENT 1.1    The 2012 IKA Course Racing World Championship will be held from 02.10.2012 (Day of
Registration) to 07.10.2012 (Day of Prizegiving). 1.2    The Event includes the following Disciplines, Divisions and Grades:
Course Racing Men Course Racing Women Course Racing Youth Course Racing Master Course Racing Grand Master Except for Men and Women, five entries are required to constitute a division
1.3    The Event gives points for the discipline rankings as follows: 715 points each for both men and women
1.4    The price money per discipline is as follows: The total prize money is 15000 EUR, shared 2/3 for men and 1/3 for women
2    ORGANISER 2.1    The event is organised by the Yacht Club Cagliari and the International Kiteboarding Class
Association.
3    VENUE 3.1    The event will be based in Poetto Beach, Cagliari 3.2    Conditions to be expected – dominant north-westerly winds; water temperature 21°C; air temperature
min 13°C max 22°C
4    RULES 4.1    This is an IKA sanctioned event governed by: 4.1.1 TheISAFRacingRulesofSailing(RRS),includingAppendixBB(Version4,January2012) 4.1.2 Formedalraceseries,ISAFAddendumQ,UmpiredFleetRacing,availableontheISAFwebsite,will
apply and changes a number of racing rules. The version that is current when the regatta begins will
appear in full in the sailing instructions. 4.1.3 TheIKAClassRules 4.1.4 TheIKAChampionshipRules 4.1.5    No National Authority prescriptions will apply. 4.1.6 ThisNoticeofRace(NoR)andtheSailingInstructions(SI) 4.1.7 TheIKAPointSystem 4.1.8 TheIKACodeofConduct 4.2    If there is a conflict between the Notice of Race and the Sailing Instructions (SI’s), the SI’s shall take
precedence.
4.3    If there is a conflict between languages, the English text will take precedence.
5    ELIGIBILITY & ENTRY 5.1    All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code. 5.2    Competitors shall be members of a National Kiteboarding Class Association and their current year
membership fees shall have been fully paid. National Associations shall be paid up members of the IKA. If there is no paid up national association in affiliation to the IKA in the competitors home country, competitors shall become individual members of the IKA
5.3    Individual Membership formalities can be completed on site for competitors without paid up national class associations. The individual membership fee is 25 Euro
5.4    Entry numbers are limited as follows: no limitation
5.5    The following qualifying procedures or systems apply: no limitation
5.6    Competitors shall provide the following documentation prior to completing registration formalities on site:
    Original Entry Form     Proof of Entry Fee payment     Evidence of national membership     Evidence of valid third party insurance – minimum 1 million Euro     Proof of age     Parental/legal Guardian Assent - for those under age of 18     Medical Treatment Permission - for those under age of 18 or on their parents medical insurance

5.7    Coaches and team support personnel shall provide the following documentation prior to completing registration formalities on site:     Original Coach Entry Form     Proof of Coach Entry Fee payment
    Boat Driving Licence (if applicable)     Evidence of valid third party insurance for drivers of coach boats – minimum 5 million Euro     Proof of ICA membership
5.8    The Registration will take place at the race village (Poetto beach, Cagliari) starting October 2nd at 9.30 hrs
6    FEES 6.1    The Entry Fee is as follows: € 180,00. 6.2    Entry Fees shall be received by September 15th. Late entries may incur a further 20 Euro surcharge. 6.3    The Coach Entry Fee for ICA members is 40 Euro, and 50 Euro for non ICA coaches and other team
personnel. 6.4    Payments are to be made to the following account:

First Warning Signal Prize Giving
From the second day of race, the intended time of the first warning signal will be posted on the official Notice Board before 19.00 hrs of the previous day. If no notice is displayed, starting time will be the same as previous day. On the last day of the regatta no Warning Signal will be made after 15.00 hours. Social events final programme will be affixed on the Official Notice Board.
8 ADVERTISING 8.1    ISAF Regulation 20 - Advertising Code- shall apply. 8.2    Competitors may be required to carry advertising for event sponsors – both on their kiteboards, and
on a lycra vest, if supplied by the organiser.
9    EQUIPMENT & EQUIPMENT INSPECTION 9.1    It is the responsibility of each competitor to ensure that his/her board and equipment conforms to its
Class Rules. 9.2    Special Notice is drawn to the use of leaches and fully functional flag out systems. 9.3    Sailors may register one additional kite that may be used only if average wind speeds (measured from
a drifting boat in app. 2 m height for 5 minutes) exceed 25 knots. The race committee shall then display code flag "U" ashore as well as on the committee boat before or together with the warning signal to inform sailors that the additional kite may be used. The Sailing Instructions shall inform sailors of this change to the class rules, and approval is given for this class rule change under RRS 87
9.4    Competitors shall bring their own equipment. 9.5    Competitors shall ensure that a completed “Equipment Registration Form” is returned to the Race
Office during the official registration time. Exceptions may only be granted by the Race Committee. 9.6    A board or equipment may be inspected at any time for compliance with the class rules and sailing
instructions. 9.7    Substitution of damaged or lost equipment will not be allowed unless approved by the Race
Committee. Requests for substitution shall be made to the Race Committee at the first reasonable opportunity.
10    IDENTIFICATION 10.1    Every competitor is required to wear the official event lycra with his personal identification number
whenever competing
11    BUOYANCY
11.1    If the use of personal flotation devices is prescribed, every competitor and support boat crewmember shall wear, above the waist, a jacket harness or vest with a minimum buoyancy of 4kg un-inflated in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg, which shall remain supported for a minimum of 5 minutes.
11.2    Personal buoyancy is mandatory for all competitors under 18 years of age. 12    OFFICIAL NOTICE BOARD
12.1    The official notice board is located next to the Race Office.
13    SAILING INSTRUCTIONS 13.1    The event SIs' will be available at first skippers meeting latest, the Event Programme scheduling
social events will be published on the official notice board 13.2    Alterations to the SIs shall be approved by the Class Representative.
14    COURSES 14.1    Courses will be as described in the Sailing Instructions or on the Official Regatta Notice Board.
15    SCORING 15.1    The low point system of Appendix A shall apply – the winner of a race receives 0.7 points
16    PENALTY SYSTEM 16.1    The Penalty System of Appendix BB will apply. 16.2    Sailing Instructions may alternatively specify that competitors may chose between the turn penalty and
a scoring penalty
17    INTERNATIONAL JURY 17.1    An International Jury may be appointed in accordance with the RRS 91(b). Their decisions will be final
and cannot be appealed, as specified in RRS 70.5.
18    SUPPORT BOATS 18.1    Support boats shall clearly display their national 3 letter country code in black on a white background,
either on a flag of a minimum of 50cm x 40cm in size or on the cover of their outboard engine.
19    STORAGE OF EQUIPMENT 19.1    On completion of registration and continuing until the end of the regatta, when ashore (other than
when launching and retrieving), all equipment shall be kept in their assigned places at Race Village. Removal of any equipment from the regatta site may require prior written approval from the race committee. Access to equipment in the storage area during certain hours, including hours of darkness may be restricted.
20    MEDALS AND PRIZES 20.1    Medals or trophies shall be awarded to the first three competitors in each Class / Division depending
on entry numbers. Categories to be awarded in each properly constituted division may be posted on
the official notice board after the close of registration. 20.2    Prizes may be awarded as follows:
a.    Mens Fleet (2/3rd of total prize money) 1.    30% 2.    20% 3.    15%
4.    11% 5.    09% 6.    07% 7.    05% 8.    03% b.    Womens Fleet (1/3rd of total prize money)
1.    45% 2.    30% 3.    15% 4.    10%
21    DISCLAIMER OF LIABILITY 21.1    Competitors take part in all races at their own risk. The LOA, IKA, ISAF or any of their officials or
representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.
21.2    Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk. Notice is drawn to RRS 4.
22    INSURANCE 22.1    Competitors shall possess valid third party liability insurance with a minimum cover of 1 million Euro.
Third party liability insurance (2 million Euro cover) is available online through the IKA website
http://www.internationalkiteboarding.org/insurance. 22.2    Coach and support boat drivers shall also have a valid third party liability insurance with a minimum
cover of 5 million Euro.
23    TELEVISION AND MEDIA 23.1    In registering for the event, competitors automatically grant to the Organising Authority the right in
perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.
24    OFFICIAL CEREMONIES 24.1    Attendance at the Opening Ceremony, Prize Giving and Closing Ceremony is mandatory. 24.2    The organiser reserves the right to refuse entry to those whose standard of attire is not commensurate
with the occasion.
25    DRUG TESTING 25.1    Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods
and substances. Drug testing may take place during the event.
